Development of port and transport infrastructure
Since 2016, Smart Holding has been implementing a project to create a logistics hub in Mykolaiv. The project is implemented in the format of an industrial park with an emphasis on cargo handling for agricultural sector products and transhipment of metal structures. The operator of the park is Naval Park LLC.

In the framework of the industrial park project, conditions will be created allowing for the integration of production facilities with the possibility of subsequent exports of products, as well as the imports of goods to Ukraine.

The concept of the park provides for the zoning of a 200-hectare site to distinguish between agro-industrial, industrial, logistics and port clusters.

The following is planned to be implemented in the framework of the project:
  • construction of own railway station with an additional electrified entry railway track
  • construction of a container handling railway terminal with a capacity of 2,500 TEU (the first stage) 
  • performing of dredging operations to ensure the water area depths with a permitted draught of 10.3 metres.
Smart Holding also invests in the construction of Ochakiv Commercial Seaport. The goal of the project is to transform the operations of the current minor port into one of the Black Sea’s deep estuary harbours.

A coal terminal, a grain handling terminal, as well as a terminal for transhipment of iron ore are planned to be built in the port. The water area of the port is planned to be deepened to 15-18 metres. Construction of a 70-kilometre-long railway line is considered.

The implementation of both projects will make it possible to expand the transport and transit capabilities of Ukraine, increase its commercial strength and the level of its integration into the global economy.

As of January–September 2025, the Group’s companies paid 543 million UAH in taxes, which is 41% less than in the same period last year (915 million UAH). This reduction occurred, among other reasons, due to increased government pressure and the blocking of gas production assets of the publicly listed British company Enwell Energy.
