The administration of Chernomorsky Shipbuilding Yard (ChSZ, Nikolaev, Smart-Holding) fully paid off its payroll debt for the previous periods to the shipyard's employees to the amount of UAH 9.8 million. The principal decision to allocate financial assistance for the full repayment of the debt was made by Vadym Novynskyi, a shareholder of Smart-Holding.
According to the executive director of Smart Maritime Group (part of Smart Holding) Vasily Fedin, the restructuring process is currently being completed at ChSY and an anti-crisis plan is being implemented, which will allow the company to overcome the consequences of losing its main sales markets due to the worsening global situation and the military conflict in the East of the country.
“We have lost traditional customers from the Russian Federation, other customers are also in no hurry to place shipbuilding and repair orders in the country, where explosions are heard. Nevertheless, at the level of the owner, it was decided to pay off the wage arrears to the plant's employees,” Vasily Fedin noted.
He emphasized that such a decision was dictated by business logic: “We believe in the revival of Ukrainian shipbuilding, but it is impossible without preserving the personnel and production potential of our shipbuilding enterprises. Therefore, we decided to divert investment resources from other business areas of the holding. In addition, this opportunity arose due to the optimization of the management structure of our shipbuilding business, the development of the production of new types of products, incl. for machine-building and metallurgical enterprises.
The Executive Director of Smart Maritime Group believes that the transition of the conflict in the East to the stage of a peaceful settlement gives hope for the resumption of the rhythmic work of the enterprise. “A number of serious negotiations have been held with Russian contractors and we hope that in the near future they will be implemented in specific contracts, including those for Chernomorsky Shipbuilding Yard,” said Vasily Fedin.
ChSZ is a shipyard with the largest technical potential in Ukraine. For the construction of ships and ships with a displacement of up to 105,000 tons, the plant has two inclined stocks "0" and "1". The line-and-position production is specialized for serial production of ships with a deadweight of up to 9000 tons. The production sites and the production line for the construction of ships are located in a single covered building with a length of about 400 m. The plant's capacities allow it to fulfil orders from metallurgical, machine-building enterprises, the oil and gas complex, etc. ChSZ is part of the shipbuilding holding Smart Maritime Group (Ukraine).
Smart Maritime Group (SMG) is the largest shipbuilding holding in Ukraine. Founded in 2009 to manage the maritime assets of Smart-Holding. SMG unites two of the largest shipbuilding enterprises in Ukraine - the Chernomorsky Shipbuilding Yard and Kherson Shipbuilding Yard.

The State Budget of Ukraine Received 41% Less Taxes from Smart Holding in the First 9 Months of 2025
As of January–September 2025, the Group’s companies paid 543 million UAH in taxes, which is 41% less than in the same period last year (915 million UAH). This reduction occurred, among other reasons, due to increased government pressure and the blocking of gas production assets of the publicly listed British company Enwell Energy.
