To do this, the Security Service of Ukraine should initiate adjustments to paragraphs 73-78 of Annex 1 of the Decision of the National Security and Defense Council of Ukraine dated 08.10.2024, having previously worked it out at the Interagency Working Group on the Implementation of the State Sanctions Policy (IWG). 

It is not about lifting sanctions, but about clarifying the types of restrictive measures. This will unblock the activities of Enwell Energy's gas producing enterprises and use them for the benefit of Ukraine, while remaining in full sanctions against the ultimate beneficial owners. 

It was on this occasion that Enwell Energy, a public British company, appealed to the Security Service of Ukraine, because this body is the initiator of decisions that resulted in the suspension of Ukrainian gas production. And, taking into account the interests of the Ukrainian people, it can become the initiator of subsequent decisions that will unblock this production. 

Why should this happen for the sake of the interests of Ukrainians? Because the corrective decision of the National Security and Defense Council will allow: 

• to resume the production of Ukrainian natural gas, which is critically lacking for the heating season. Enwell Energy will be able to provide more than 70 million cubic meters of natural gas
• reduce the volume of expensive imports of hydrocarbons and save $48.5 million 
• to provide almost UAH 900 million of revenues to the state and local budgets 
• save jobs 

And what is important: there are currently no facts that the work of Ukrainian business harms the security and economy of Ukraine. But it is obvious that the blocking of gas production threatens the energy security of the state in the face of a critical shortage of fuel on the eve of winter. 

In the meantime, for 10 months now, the state has been losing: 

• Ukrainian gas is in its own bowels and is going to look for billions of dollars to buy imported gas in order to get through the winter with light and warmth 
• tax revenues to the budget due to the shutdown of enterprises. productivity of Ukrainian subsoil for the future, because deposits are geologically flooded due to downtime. For just one such well, there is a risk of losing 400 million cubic meters of gas forever 
• jobs for Ukrainians who ask every day about the prospects for launching enterprises 

The unblocking of gas production does not contradict the purpose of the sanctions, but on the contrary, it will allow the use of gas production assets for the benefit of the Ukrainian people. This is a rational, fair and dignified decision in relation to both Ukrainians and the state, as well as foreign investors who have invested half a billion US dollars in the subsoil over 25 years. 

This is exactly what we call "Win-Win" solutions in business. 

In April 2023, the state blocked gas production in the Kharkiv region, and after 1.5 years it recognized the losses and made it possible to work. Will he make an informed decision this time?
